The text of the bases of the Judicial Interoperability and Security Scheme (EJIS) is available on the Portal of the Administration of Justice as of 6 July 2015.
This document is aligned with the framework of the Plan for the Acceleration of Justice in Digital Environments of the Ministry of Justice, and its publication is carried out within the timeframe established in the third additional provision of Law 18/11, of 5 July, regulating the use of information and communication technologies in the Administration of Justice.
It has been developed by the CTEAJE (State Technical Committee of the Electronic Judicial Administration) to ensure interoperability between the systems at the service of the Administration of Justice, deployed by the Administrations with competence in the Administration of Justice.
It should be remembered that in Spain there are currently nine procedural management systems, without interoperability between them, and that the possibility of exchanging information between the computer systems of the Spanish justice administrations is essential in order to integrate the citizen’s right to a public justice system without undue delays.
The CTEAJE is a body co-chaired by the Ministry of Justice together with the General Council of the Judiciary (CGPJ), currently chaired by the Secretary General of the Administration of Justice, and also includes the State Attorney General’s Office and the Autonomous Communities with jurisdiction in matters of Justice.
This body has established ten Working Groups, on which several specific Subgroups depend, led by the different Administrations that have voluntarily taken on this task. The text of the EJIS bases does not imply immediate interoperability, but it is a first step towards establishing the regulatory framework to achieve it by consensus.
In the coming months, the CTEAJE will continue to work within the framework of its calendar of activities and will publish the agreed technical standards that will make it possible in the near future to achieve interoperability between the various legal operators, as a result of a comprehensive process, where the information systems have full capacity to share data and enable the exchange of information and knowledge between them.
The EJIS is inspired by the National Interoperability Scheme (ENI) and the National Security Scheme (ENS), with some differences determined by the procedural laws and the Framework Law for the digitisation of Justice, Law 18/11, of 5 July, which singles out some of the main contributions of Law 11/2007 for the field of Justice.
